I have Steam set to launch on demand (i.e., not start on startup). Sometimes, after I launch a game like Torchlight 2, which also launches Steam, it somehow fails to connect and dumps itself into offline mode. Well, one option is for me to check that it’s online every time it’s launched. This method, however, is tedious and prone to human forgetfulness; there is also the fact it sometimes goes offline randomly during a session. It also seems to me that once it goes offline (against my will), it doesn’t come back online automatically? (could be wrong here). Anyway, in my case, I’ve had to open up Steam, go to File->Go Online.. to switch it back.
The reason I want to do this is for games like Torchlight 2, you can’t earn achievements when Steam is offline. I found this out the hard way.

From what you say, i understand that you open torchlight shortcut and then it opens steam. If this is the case, you should open steam separately and leave it online, then open the desired game ( Torchlight 2 in your case ) and it should work fine. If it goes offline mode on its own it’s a network issue and you should check your internet connection.
I thought it’s obviously that those issues are the result of a poor internet connection. Perhaps you can try :
Exit steam. Delete everything from steam folder except steamapps folder and steam.exe file. Relaunch steam and it will make all the updates again (it will take a while) and check if it acts the same.
Try a complete reinstall or steam (you can save the steamapps folder somewhere on your HDD so that you don’t have to download every game again or lose save games etc.
Other than that it’s purely an internet issue.
The reason steam is going offline is because you are losing connection. This is frequently sometimes caused by laptops in sleep/pause mode as well as by a poor internet connection. Unfortunately, steam will not always come back on when you want it to. The best way to solve this is first to figure out whether the steam disconnects is being caused by sleep mode or by a bad internet connection. If it is the former, try adjusting laptop settings between pause/turnoff/sleep on laptop close, as you want the wifi connection to turn off at the same time as the laptop stops running rather than before (if it turns off before, steam may think you lost connection and get confused). If its the latter you have other issues outside the scope of the question.
Of course, if what you are describing is quite rare it could just be steam outages.

Steam’s offline mode is notoriously problematic. To ensure it will work properly, you should perform a series of steps while online. If you don’t, Steam is supposed to prompt you for offline mode – but this doesn’t always work properly.
If Steam’s offline mode isn’t working at all, you may still be in luck – some Steam games don’t use Steam’s DRM at all and can be launched manually.
Properly Enabling Offline Mode
If you know you’re going to need offline mode – say you’re preparing for a long plane ride or you’re moving to a new place where you won’t have an Internet connection for a while – you should walk through several steps to ensure Steam is properly prepared to run offline first. There are quite a few “gotchas” with Steam’s offline mode – it won’t work if Steam knows there’s an update available but hasn’t updated yet, it won’t work for games you haven’t launched while online, it won’t work if your account credentials aren’t saved, and it may not even work unless you enable it while online. These steps must be performed while you’re online.
First, log into Steam and ensure the Remember my password check box is enabled. If you normally automatically log into Steam, this check box is already enabled.
Next, open Steam’s Settings window and ensure the Don’t save account credentials on this computer check box is unchecked.
Next, go to your Library tab and ensure that each game you want to play offline is fully downloaded. If you see any sort of progress indicator next to a game’s name, you can’t play it offline – ensure each game you want to play is fully downloaded and updated before going offline.
Launch each game you want to play offline at least once. Often, when you start a game, it will need to perform a first-time setup process – this process must be performed while you’re online.
When you’re ready to go offline, click the Steam menu and select Go Offline.
Click the Restart in Offline Mode button and Steam will restart in offline mode – features like Steam’s server browser, friends, and achievements aren’t available offline. Steam will launch in offline mode each time you use it until you manually re-enable online mode.
If you’re performed these steps, Steam’s offline mode should now work without any problems until the next time you tell Steam to go online.
Launching Steam Offline
If you didn’t perform the above steps, Steam should prompt you to enable offline mode if it can’t connect to Steam’s servers. However, in some cases – say, if your Internet connection isn’t working properly but you appear to be online — Steam may just display an error saying it’s unable to connect.
To force Steam into offline mode, you can disable your network connection. If your laptop has a hardware switch for Wi-Fi, disable it. If you have an Ethernet cable plugged into your computer, unplug it. You can also disable the adapter completely in Windows. To view your network adapters, click Start, type Network Connections, and select View network connections.
Right-click the network adapter in use and select Disable to disable it. Your Internet connection will be disabled.
Launch Steam and, instead of attempting to contact the Steam servers for a period of time and failing, it should immediately notice that the network connection is unavailable. Steam will offer to enable offline mode for you.
These steps won’t help if games aren’t fully updated or there’s an update for Steam available.
Running Games Without Steam
To run a game without launching Steam, open Windows Explorer, and navigate to the game’s folder in your Steam directory. Assuming you installed Steam to the default location, the game’s folder should be at the following directory:
C:\Program Files (x86)\Steam\steamapps\common\GameName
Locate the game’s .exe file and try double-clicking it. Some games – particularly older ones — will launch normally, while games that require Steam’s DRM will try to open Steam and will complain if you’re not logged in.
Unfortunately, this approach won’t work for most games – but it’s worth a try if Steam’s offline mode isn’t working for you.

While I know that killing my network connection before launching Steam is an option, I am looking for a more “civilized” way, such as a command line switch or something of the sort.

I can confirm that creating/editing steam.cfg (in the same directory as the Steam executable) with the following lines works, as long as you’ve set Steam to remember your password (thanks DarkAnime):

It used to be that you could hit “Cancel” while Steam was starting up and it would allow you to start offline mode from there, but that no longer works.
New, working solution (2016-04-01 and it still works):
Make sure you’ve set Steam to remember your password. Now open
- Windows (32-bit): C:\Program Files\Steam\config\loginusers.vdf
- Windows (64-bit): C:\Program Files (x86)\Steam\config\loginusers.vdf
If you don’t want warning about launching Steam in offline mode just do the same with SkipOfflineModeWarning . If you can’t see those values, just add them so it looks like this:
There can be of course more users listed.
You can change those values back to 0 to launch Steam in online mode.
NOTE: Steam will automatically reset SkipOfflineModeWarning to 0 when it closes. To prevent this you can set the file to read-only, but then you can’t switch back easily to online mode nor make Steam remember another user. Alternatively you can use some script to change those values for you.

You cannot start Steam without logging in. You need to either log in with a username and password or with saved credentials. You cannot login to Steam with a username and password without an Internet connection. You cannot save credentials without first logging into Steam with a user name and password. You cannot start Steam in offline mode without saved credentials.
What this all means is that in order to start Steam in offline mode, you need to have previously connected your PC to the Internet and successfully logged in to Steam. The “Don’t save account credentials on this computer” setting must have been turned off when you did so. If you haven’t already done this then there’s nothing you can do to start Steam without an Internet connection.
If you are ever able to connect your PC to the Internet then you should follow Valve’s instructions on how to use offline mode:

- Start Steam online – make sure the Remember my password box on the login window is checked
- Verify that all game files are completely updated – you can see the update status for a game under the Library section (when the game shows as 100% – Ready it is ready to be played in Offline Mode)
- Launch the game you would like to play offline to verify that there are no further updates to download – shut down the game and return to Steam once you have confirmed that the game can be played
- Go to Steam > Settings to ensure the Don’t save account credentials on this computer option is **not* selected
- From the main Steam window, go to the Steam menu and select Go Offline
- Click Restart in Offline Mode to restart Steam in Offline Mode
All the other answers you may have seen are solutions for if you didn’t perform steps 5 and 6. There’s nothing you can do to avoid having to perform the other steps, as they’re part of Steam’s method of copy protection. Requiring that you log in at least once and validate that your account actually has purchased the games installed on your PC is how it tries to limit piracy.

Valve created Steam many years ago. As a game developer, the company made one of the most iconic games ever – Half-Life. The 1998 hit game became famous for its engaging film-like single-player campaign. As such, Half-Life was never meant to have a multiplayer mode.

Valve have shed a little light on how Steam’s Offline Mode works and how they’re working to improve it. One of the developer’s programmers, Henry Goffin, took to Steam’s forums to answer a question about how the client’s offline mode is supposed to work: “[it’s] designed to be indefinite,” he wrote. “You can’t access any of Steam’s online features such as friends lists or saved game synchronization, of course, but the client should allow you to run in Offline Mode for as long as you like.”
Since the client’s launch back in 2004 users have come across bugs with the feature and being able to play your games without an internet connection has never been a guarantee. According to Goffin, the developer’s been working on improvements that will go live “some day soon”.
The comments spun out from a thread discussing the reliability of Steam’s offline mode. MatTheCat complained that when he worked offshore for a five week stretch he’d find himself locked out from Steam, despite being in Offline Mode, and unable to access his game.
User Facedown replied, saying “Off-line mode is designed to reset about every two weeks at which time you are supposed to go online again.” This is what spurred Goffin to weigh in, saying:
“This is not actually true – Offline Mode is designed to be indefinite. You can’t access any of Steam’s online features such as friends lists or saved game synchronization, of course, but the client should allow you to run in Offline Mode for as long as you like.
“That said, there are many components involved in Offline Mode, and some of them have known issues and bugs which we are continually working to improve. We’re aware that it doesn’t always work as flawlessly as we want it to, but please keep reporting bugs with Offline Mode. It is not broken ‘by design’.”
Later in the thread he adds that Valve “have been working very hard on upgrading the underlying technology in Steam. We have no community managers or PR people, so all the time that we spend on forums is taking away from development time. That said, I know that it’s frustrating to get no response, and it looks like we aren’t doing anything about it.”
The good news from all this is that the developer is actually working on something that should substantially improve Offline Mode:
“Many of the older games on Steam were using an older authentication system which has many known issues with Offline Mode and is incredibly difficult to maintain – it was written for a time when there were dozens of games on Steam, not thousands,” explains Goffin. “We are in the process of upgrading every game in the Steam catalog to a newer authentication system (and fixing bugs that result from the conversion), but this is a slow and time-consuming process. Some day soon, once this work is completed, we will eliminate the old authentication system (represented by the ClientRegistry.blob file) and Offline Mode should immediately become much more robust.”
Of course, “some day soon” in Valve terms is difficult to quantify but the developer is at least aware of and working on the problem.
